Efforts to advise local jurisdictions in North Dakota and Manitoba on water management for the Lower Pembina River Basin began as early as the 1960s. A task board was formed, and met intermittently until 2012. North Dakota and Manitoba mutually recognize and support the establishment of an interjurisdictional advisory board, focused on reaching collaborative solutions to flood control in the Lower Pembina River Basin. The Lower Pembina River Basin Advisory Board was established by Governor Burgum and Premier Pallister in 2018 to address water management and resolve interjurisdictional conflicts.
