North Dakota Gov. Kelly Armstrong will deliver a State of the State address to a special session of the 69th Legislative Assembly on Jan. 21 at approximately 10:00 a.m. in the House of Representatives chamber of the State Capitol, 600 E. Boulevard Ave., Bismarck.
