Gov. Kelly Armstrong presented the North Dakota Theodore Roosevelt Rough Rider Award to twin brothers Terry Steiner and Troy Steiner, lauding the wrestlers and wrestling coaches for their immeasurable impact on their sport and for bringing honor to their home state.
